Upstate death row inmate back in court after execution put on pause

GREENVILLE, S.C. (FOX Carolina) - An Upstate death row inmate who killed two law enforcement officers appeared in court on Friday after his execution was put on pause in 2024.

Back in 2003, Steven Bixby killed Abbeville County Sheriff’s Office Sgt. Danny Wilson and state Constable Donnie Outzs. He was angry over the state’s plans to widen a highway onto his family’s property.

Bixby was convicted of murder and sentenced to the death penalty in 2007.

In November of 2024, Bixby asked the court for a pause on his execution. He claimed a clinical psychologist examined him and determined he has “significant deficits”, meaning he was unable to understand the legal procedures available to him.

The court ruled in Bixby’s favor deciding to put his execution on pause.

A stay of execution is only temporary, giving time to determine if Bixby is mentally competent to be executed.

On Friday, the state requested mental health and medical records from the South Carolina Department of Corrections to review before Bixby’s next hearing.

Supreme Court said this needs to be adjudicated by Sept 1.
